Teresita “Chit” Cambe-Castillo, RPsy, ICAP II, RSS, ICGC I is SFO’s President and Chairman of the Board. Chit started her career in the field of human resource management, with more than 20 years experience in training and organization development from occupying key executive positions in multinational companies. She is a licensed Psychologist, International Certified Addiction Professional - Level II (ICAP II), International Certified Recovery Support Specialist (ICRSS), and International Certified Gambling Counselor I (ICGC-1). She is also a Global Master Trainer for the Recovery Curriculum of the Colombo Plan Drug Advisory Programme. Chit is the resident psychologist of the drug rehabilitation center, Dangal ng Pagbabago of Sta. Rosa City, Laguna, as well as a consultant for Quezon City where she is helping to set up the city’s responsible gambling and gaming hub.
Dr. Miriam Cue

Dr. Miriam Cue is a pioneering figure in Philippine Psychology, holding the distinction of being the country’s first registered psychologist and psychometrician and the pioneering Chair of the Professional Regulatory Board of Psychology. With nearly 50 years of dedicated professional experience, her contributions span teaching, research, psychological practice, consultancy work and professional regulation. Dr. Cue is certified across multiple specialties, including Clinical Psychology, Counseling Psychology, Assessment Psychology, Industrial–Organizational Psychology. She holds international certifications as an Addiction Professional and has received specialized training in neuroplasticity and psychotherapy, clinical and forensic practice and addiction treatment.
Ma Fe Cabueños, RPsy

Ms. Ma. Fe G. Cabueños is a licensed psychologist and DOH-accredited rehabilitation practitioner. She has been involved in the treatment and rehabilitation of substance use disorder and other process addictions, holding various positions from psychologist to program director. Together with a team of mental health advocates, she spearheaded the creation of CARE in 2002, a private treatment facility which continues in the present time as a proactive partner of the community in serving individuals and families impacted by various addiction challenges. She was also a former member of the clinical team of the prominent, iconic Seagulls Flight Foundation, Incorporated.
Leila Ramos
TREASURER
Leila Ramos is SFO’s Treasurer. Her extensive career in finance started in different units in former United States Naval Bases in the Philippines and in the Navy Support Facility in Diego Garcia. She also has more than 10 years experience as Chief Finance Officer of various hotels in the Philippines, including the Lakbayan Hotel Group in Manila, Makati, Cebu, Bacolod, Bohol and Siargao, and establishments in Baguio City like Volante Restaurant, Casa Vallejo Hotel, Hill Station Fine Dining, Cafe by the Ruins, and Habibis Grill. In the past, Leila was also the Financial Manager and Partner of Kaya Drug & Alcohol Rehabilitation Center in Baguio City, and is now serving as the President of Milestone Health and Wellness Inc. in Baguio City.
Eddie Castillo

Eddie Castillo is a well-known figure in addiction treatment and rehabilitation in the Philippines, with over four decades of experience. As the founder and executive director of Seagulls Flight Foundation, Inc., Ed Castillo has pioneered a treatment model that integrates therapeutic community practices with evidence-based techniques. Under his leadership as an International Certified Addiction Professional, Milestone Health and Wellness, an esteemed addiction treatment and behavioral healthcare center in Baguio City, prioritizes recovery-oriented, clientcentered, and trauma-informed care. Ed’s personal journey from addiction to sobriety, spanning 51 years, underscores the efficacy of his approach.
Jody Bechtold, LCSW, ICGC-II, BACC, PC

Jody Bechtold, LCSW, ICGC-II, BACC, PC sits as an Advisory Board Member of Seagulls Flock Organization and is a highly regarded gambling addiction expert working extensively across the globe. She is the CEO of The Better Institute, a group practice located in Pittsburgh, as well as an Emeritus Board Member of the International Gambling Counselor Certification Board (IGCCB). Jody co-authored The Gambling Disorder Treatment Handbook: A Guide for Mental Health Professionals as well as two chapters in the Social Worker Desk Reference on Gambling and Gaming Disorders, published in 2021. Jody holds a master’s degree in social work from the University of Pittsburgh’s School of Social Work and has certifications as a Board-Approved Clinical Consultant (BACC) and Internationally Certified Gambling Counselor Level II (ICGC-II) with the IGCCB.
